Job Title: Controller of Site Safety (COSS)

Location: Various sites across the UK rail network

Reports To: Site Manager / Project Manager

Pay: Negotiable

Job Purpose:
The Controller of Site Safety (COSS) is responsible for ensuring the safety of all personnel working on or near the railway line. The role involves planning, implementing, and overseeing safe systems of work in accordance with Network Rail and company procedures, while maintaining clear communication with the work team and relevant signalling/control authorities.

Key Responsibilities:

  • Take charge of site safety in line with Network Rail Rule Book and relevant safety standards.

  • Plan and brief safe systems of work before tasks commence.

  • Maintain effective communication with signallers, engineering supervisors, and site staff.

  • Monitor site conditions and ensure work is carried out in a safe and controlled manner.

  • Keep accurate records of all safety briefings, incidents, and site activities.

  • Ensure all staff comply with PPE requirements and safe working practices.

  • Intervene and stop work if unsafe acts or conditions are identified.

  • Support incident investigations if required.

Essential Requirements:

  • Current COSS competency (valid Sentinel card).

  • Good understanding of Network Rail safety rules and procedures.

  • Strong leadership and communication skills.

  • Ability to remain calm and make decisions under pressure.

  • Full UK driving licence (preferred).

  • First Aid qualification.

Desirable:

  • Previous experience in rail maintenance or vegetation management.

  • Safety-conscious with strong attention to detail.

  • Confident in giving clear instructions and safety briefings.

  • Reliable, punctual, and professional at all times.

  • Able to work outdoors in all weather conditions and adapt to changing environments.
